District Administrator
As District Administrator since 2021, Danny Barger serves as the driving force behind Jackson SWCD’s programs, skillfully bridging the gap between local producers and state conservation initiatives. His leadership has been instrumental in expanding outreach through projects like the district’s education trailer and coordination of Conservation Field Days. Whether navigating complex grant structures or overseeing equipment infrastructure, Danny remains focused on providing superior service to Jackson County residents. His commitment to the community is further reflected in his service as a volunteer firefighter with the Scioto Township Volunteer Fire Department, where he works to ensure the safety and well-being of his neighbors
Diana Phillips
Assistant District Administrator
After a distinguished 27-year career with the Farm Service Agency, Assistant District Administrator Diana Phillips brought her extensive expertise to the Jackson SWCD, where she has served as a dedicated advocate for local farmers for four years. Her commitment to producers is best highlighted by her recent leadership of the Agriculture Drought Assistance program, where she achieved an impressive 100% enrollment rate for Jackson and Vinton counties. Whether she is helping neighbors navigate complex programs or spending time with her children and grandchildren, Diana remains deeply rooted in the community she has served for decades.
Ashley Hansen
Agriculture Specialist
Ashley Hansen works at the intersection of technical conservation and educational programming for the Jackson Soil and Water Conservation District. She provides specialized expertise in wetland/prairie ecology, forestry, and wildlife, with a particular focus on pollinator ecology and native prairie habitats. In addition to her technical work with producers, Ashley leads inclusive community outreach initiatives and facilitates regional professional development. Outside of the office, she enjoys life with her two rescue dogs and cat.
The Jackson Soil and Water Conservation District was honored as the Ohio SWCD District of the Year for 2025, as well as 100% producer participation in the drought program for 2024.

Mike Sheeter
Treasurer / Fiscal Agent
Mike Sheeter, an 11-year member and current treasurer of the Jackson Soil and Water Conservation District Board of Supervisors, is a lifelong agricultural professional and owner of a successful cow-calf operation. By blending first hand expertise in livestock management with a commitment to practical land stewardship, Mike advocates for conservation strategies that balance farm productivity with environmental responsibility. His thoughtful leadership helps guide local programs that support landowners and protect natural resources, a mission deeply rooted in his dedication to his community. Mike resides in the area with his wife, Jennifer, and their three children, continuing a legacy of service to both his family and the agricultural industry.
Ray Bierhup
Board Secretary
Ray Bierhup serves as the Board Secretary and is a dedicated advocate for soil health within Jackson County. As a local producer, Ray focuses heavily on no-till farming practices, helping the district champion methods that reduce erosion and improve moisture retention. His firsthand experience with these conservation techniques provides invaluable insights for the district’s educational and technical outreach.
Matt Jolly

A key member of the local agricultural community, Matt Jolly serves as the Vice President of the Board. As a partner in Jolly Farms, Matt brings a hands-on, producer-focused perspective to the district’s decision-making process. His deep roots in Jackson County farming allow him to advocate effectively for the practical needs of local producers while promoting sustainable land management practices.
Malcom Jones
Member
Malcolm Jones brings a strong agribusiness perspective to the board through his work with Armstrong Ag. As a supervisor, Malcolm helps the district navigate the intersection of modern agricultural inputs and environmental stewardship. His involvement in regional industry groups and community meetings ensures the board remains connected to the evolving needs of the area’s farming and retail sectors.
Larry Johnson

Larry Johnson serves as the President of the Jackson SWCD Board of Supervisors. With a professional background as an employee of the Natural Resources Conservation Service (NRCS) and the Ohio Division of Forestry, Larry provides a vital technical and policy bridge between federal and state conservation programs and local agricultural needs. His leadership ensures the district’s initiatives remain aligned with broader soil and water quality standards while staying rooted in Jackson County’s unique landscape.
