Our History

The story of the Jackson Soil and Water Conservation District (JSWCD) is rooted in a nationwide movement to protect the soil and water that we rely on.

In the 1930s, the catastrophic environmental disaster known as the Dust Bowl swept across the American plains. Intense drought, compounded by standard farming practices of the era, led to massive soil erosion and swept away millions of tons of topsoil. It became clear that a coordinated, localized effort was desperately needed to protect the nation’s natural resources.

In response, the Ohio 94th General Assembly passed the Ohio Soil Conservation District Enabling Act in 1941. This historic piece of legislation allowed local landowners to petition, form, and govern their own conservation districts—ensuring that those who knew the local landscape best were the ones leading the charge to protect it.

The 21st Ohio SWCD

Recognizing the vital importance of preserving Jackson County's unique terrain, waterways, and agricultural lands, local leaders and landowners stepped up and officially organized JSWCD in early March 1944, becoming the 21st conservation district established in the State of Ohio.

Since that early spring day in 1944, JSWCD has been in continuous operation. Through the decades, our office has weathered the shifting tides of agricultural technology, economic ups and downs, and evolving environmental needs. But through every chapter, our core purpose has remained unshakable: serving as a trusted partner and resource, helping Jackson County residents care for their soil, water, forests, and wildlife.

Preserving Our Past: The Digital Archive Project

We are currently in the exciting process of preserving our district's long legacy. In partnership with the Jackson City Library and the Jackson Historical Society, we are actively digitizing decades of historical documents, maps, and photographs tracking conservation projects across Jackson County - some of which can be seen in the slideshow below! History isn't just kept in cabinets—it lives in the barns, family albums, and memories of the people who worked the land. Because our digitization project is ongoing, we need your help!

• Have old photos or stories? If you have historical photographs of Jackson County farms, vintage conservation equipment, early JSWCD events, or family members who served on our Board of Supervisors or as staff, we would be deeply grateful to borrow and scan them into the collection.

• Need copies of the historical land record? If you are researching your family farm's history or local conservation milestones and would like copies of the historical documents we have already digitized, please reach out!
