I. Call to Order Time: 7 PM, called by Malcolm Jones

Opening Business
III. Minutes from the 7-8-26 Board Meeting were presented. A Motion to accept the meeting minutes as presented made by Matt, with a second to motion made by Mike. A vote was conducted by Malcolm and was carried unanimously.
IV. Treasure’s Report for 7-31-26
District Fund Balance: $ 17,831.97
Special Fund Balance: $ 98,624.62 (815) 61,260.68 ( 816) T= 159,885.30
Petty Cash Fund Balance: $ 153.96 (96.04 to reconcile back 250.00)
A Motion to accept the July 2026 Treasure’s Report as presented and read was made by Mike, with a second to motion made by Matt. The vote was passed unanimously.
A Motion to withdraw $103.63 from the District Fund to replenish the petty cash fund to $250.00 made was made by Mike, with a second to the motion made by Matt. The vote was passed unanimously.
V. Manager’s Report
Timesheet/Beehive/Logbook
Motion to accept and approve the timesheets as presented was made by Matt, with a second to the motion made by Mike. A vote to approve the timesheets was made by Malcolm, the vote was passed unanimously.
VI. Old Business
Annual Banquet Date – October 22nd: date has been determined, so have food, and the theme. The guest speaker is tentative, Mike has been working with two potential speakers and will have additional information for the next meeting on September 9th. A discussion on how dietary restrictions will be handled, in which Ashley was assigned to research best ways to have attendees register those needs.
A discussion was had on the status of NRCS funding for the AAG Grant Account, as well as ODA matching funds – will be addressed in meeting on September 9th.
A Discussion was had on the status of SWCDs ability to speak on the current construction planning for the data centers in SE Ohio, as well as the AEP powerlines – JSWCD is still to remain neutral on these subjects and only communicate what we know.
VII. New Business
A motion was made to issue a check in the amount of $647.07 to submit to the Ohio Department of Taxation to pay for the cost of first half the 2026 sale tax. A motion was made by Mike, with a second to motion made by Matt. A vote was conducted, and the vote was passed unanimously.
A review of the revamped State Matching Fund Policy was conducted, including those affecting state and local contributions was made. The district will be requesting an increase in funding from commissioners during yearly review this year as Jackson is the lowest funded SWCD in the State of Ohio, and there is hope to expand in the coming year.
Ashley gave an overview to the board on an upcoming Bonsai program through Jackson City Schools for high school students. Shaun Gentry, an art educator through the high school, called JSWCD in April looking for assistance in locating and potentially purchasing 150 trees. Ashley was able to locate the required trees at the proper size (2-8 inches in height) through Mussel Forest Inc., and was able to organize a purchase of 150 trees to arrive a few days before the program for $596.25. A motion to purchase 150 2-8 inch Dwarf Alberta Spruce for the Jackson High School art program with a total cost of $596.25 using check number 4228 was made by Mike, with a second being made by Matt. A vote was conducted, and was passed unanimously.
A motion to provide the amount of $250.00 to both Oakhill and Wellston Schools in support of the Bass Fishing Clubs, by Mike, a second to the motion was made by Malcolm. A vote was conducted, and was passed unanimously.
