New Business
A review of the new State Match Policy from ODA was conducted and presented by Danny Barger. A discussion was held on how this Policy would affect SWCDs across the state, as well as JSWCD specifically, moving forward.
Danny Barger brought to attention a proposal presented to Jackson SWCD, as well as other SWCDs present within FFA District 10 (Athens, Meigs, Pike, Jackson, Scioto, Gallia, Vinton, Hocking, Perry, Morgan, Washington, and Lawrence), on switching responsibility from FFA teachers and their schools to each county’s local SWCD, with the understanding that SWCDs have historically partnered with FFA to assist in the organization of, writing questions, and locating land for soil judging contests. Michael Clark, FFA Teacher with Jackson City Schools and representative for Jackson County FFA, was introduced and given the floor to explain the proposal to the board and staff. A copy of the current FFA proposal will be included at the bottom of the page for review.
Michael Clark shared the difficulties associated with the responsibilities of this event being placed on the FFA educator’s shoulders and how there are many financial constraints. He also discussed how this new schedule and proposal would make these contests go from per school to per county – with the example given that, instead of Jackson SWCD assisting with 3 judging contests over 5 years, JSWCD would be responsible for one during a set rotation between each county. Jackson would not have a soil judging contest again until after 2038. Mike Sheeter asked when an answer for support was needed by, and an April deadline was given. JSWCD staff and board then discussed this proposal, comparing it to a smaller-scale, smaller audience version of Envirothon. The board discussed the possibility of, instead of assuming responsibility for this event, possibly giving additional funding to FFA as an assistance towards those events in the future. Quoting the issue that JSWCD and all three schools do not have a strong connection. Another proposal discussed was seeing if FFA could work with Buckeye Hills for the Urban Portion of this judging contest or see if a bigger arrangement could be made. Additional discussions will be made on this subject in future meetings.
Danny Barger presented the 2026 Q3 report for the Commissioners’ Meeting on October 27th, 2026, for review. A motion to approve the material as shown was made by Larry Johnson. Mike Sheeter made a motion, seconded by Malcom Jones; the motion passed unanimously.
